Builders to get up to 35 bps concession on construction loans from SBI

State Bank of India, the nation’s biggest bank is stepping on the gas on marketing to sell home loans and remain the top mortgage company.

As a marketing thrust, SBI has also decided to offer upto 35 basis points concession on loans for construction to the builders for the affordable housing segment.

article pic“We are tying up with builders and offering them construction finance on easier terms for affordable housing projects. This, in turn, helps marketing of home loans,” SBI chief general manager for Kolkata circle Partha Pratim Sengupta said at an event in Kolkata.

One basis point is 0.01 percentage point.

SBI announced lowering of home loan rates last week and accordingly women borrowers get home loan at 8.35% for up to Rs 30 lakh, while other salaried borrowers get loans at 8.40% a year.

This was matched by its rivals ICICI Bank and HDFC as they are all trying to take advantage of the central government’s push towards affordable housing.

The government envisages housing for all citizens by 2022 which is the year India completes 75 years of Independence.

Property tax: KMC comes to citizen’s rescue

Waking up from a sluggish approach to solve property tax payer’s grievances relating to switch-over to Unit Area Assessment, the Kolkata Municipal Corporation top brass on May 15 asked all assessment department officials to attend all citizens—whoever comes to a KMC UAA help desk set up for the tax payers—forgetting about the jurisdiction.

The KMC authorities on May 15 took the initiative not to refuse anyone who would visit the help desks. The initiative came after TOI carried a report on how citizens were being harassed at the KMC UAA help desks when they turn up to inquire about the modalities of the new UAA scheme.

article pic Shahzad Shibli, the KMC joint municipal commissioner, on May 15 convened a meeting where he gave a piece of his mind. Shibli made it clear that he was unhappy with the manner the KMC personnel at the help desks were working.

“Be patient. Try to attend every single tax payer who will turn up expecting help from your end. Explain them the nuances of the new UAA system so that no error occurs while they fill in the form themselves,” Shibli told the KMC assessment department officials. A section of civic officials were alerted for not being able to explain certain aspects of the UAA scheme.

“Get trained, understand the subject and give right suggestions to the property tax payers who want to switch over to UAA,” the joint municipal commissioner told the KMC assessment department officials. Sources in the KMC assessment department said that the KMC top brass were worried over the slow progress of the UAA switchover. “Whatever has been done so far is not enough to accommodate every tax payer in the UAA scheme. We need to keep up a certain pace so that we can wrap up the process on time,” a senior civic official said.

Sources in the KMC said that the civic body had been facing teething problems so far as the introduction of UAA was concerned because the manpower in the assessment department were not trained properly for the new taxation regime. “Besides some of our officials in the KMC revenue department we are trying to rope in professionals from outside to help the tax payers meet the deadline,” a KMC assessment department official said.

New Town takes e-route to residents

The New Town Kolkata Development Authority (NKDA) is going to be the first government agency in the state to have a direct interface with citizens. Residents of New Town who are interested in knowing about different events and important information regarding the township could now get their mobile number registered with NKDA and get messages with updates and announcements.

“It would be primarily for reaching out to residents. We are using IT and mobile technology for introducing the service,” said NKDA chairman Debashis Sen. Already, the authorities have introduced a number of online services for residents to avail various civic services.

article picAccording to NKDA officials, the authorities have been receiving feedback for some time that some township resi dents were not receiving information on events. “A resident who stays in Action Area 2 contacted us recently to say she was not aware of the various events being held in Eco Park like the recent `World Parks Week’, even though she stays close to it,” said an official.

The NKDA authorities along with Hidco officials discussed on this matter, following which it was decided that from now on, information on various events, resident meet details and other messages would be regularly sent to the residents by SMS or WhatsApp.

300 benami assets of netas in Kolkata under I-T department’s lens

Within six months of the Benami Property Act coming into force, the Income Tax department of the Kolkata circle has made a list of 300 such properties belonging to several politicians.

Sources in the department told ET that confiscation of the properties in the city, and prosecution of the owners are likely. They further said that the Income-Tax department would prepare another list of Benami properties belonging to politicians, especially those from the districts across West Bengal.

article picRaids are expected once the ongoing investigation ends, said a highly ranked official.

“A special team from the Income Tax department is working on Benami properties. We have already stumbled upon cases where senior politicians have bought properties in the names of their associates. Out of 300 properties identified in the city, many are in south Kolkata,” the official told ET.

The department has formed a special unit called Benami Properties Unit (BPU) to identify and probe such assets. Apart from politicians, there are hundreds of such properties belonging to some top businessmen in the city, he added.

According to the Act, government agencies can confiscate the properties and prosecute the Benamidaar (the person in whose name the property has been purchased).

Residents can buy govt flats, West Bengal govt to fix rate

West Bengal government has decided to allow present government employees, former employees and even those who are “illegally” residing in government housing estates to purchase the flats by paying an amount to be fixed by the state. The occupants will have to do that within 180 days of government fixing the price.

The proposal, though, pertains to only LIG (low income group), MIG (middle income group) and HIG (high income group) housing estates as the state has decided not to develop new complexes under these three categories anymore.

Replying to a question by Trinamool Congress MLA Bankim Chandra Hazra at the House, housing minister Sovan Chatterjee on May 24 said, “The government has decided not to develop new flats under LIG, MIG and HIG categories. Hence, it will sell the existing flats. The government officials and staff who reside in the housing estates can now enjoy ownership of their respective flats if they agree to pay the amount fixed by the government. We are also giving the same offer to the former employees, who are still residing in these housing estates, as well as to those who are not the authorized residents,” said Chatterjee.

article pic“We don’t intend to evict anyone. That’s why we are extending the opportunity to even those who are not the lawful residents of the apartments,” added Chatterjee. The department is currently calculating the price. The minister has also assured that the prices would be affordable.

A source in the housing department said, “The government is losing revenue. In most cases, rent of these LIG/MIG/HIG flats are very low. The maintenance of the housing estates is done by the government. While the return is minimum, a lot of money is pumped in for its upkeep. It’s hitting the government coffers.”

Some of the rented apartments will, however, be kept outside the purview of this. Even, co-operatives can be formed to avail the opportunity. “Once the price is fixed and notice issued by the government, the entire amount has to be paid within 180 days. Else, the occupants will face eviction,” an official said.
